I wonder what make those people feel so comfortable to throw rubbish anywhere they like - perhaps the best punishment is to get the rubbish thrower like this to pee (with public looking ) on the rubbish they throw, then throw the rubbish to the proper place.
I don't know... just some weird idea :P
